There are actually two types of multi-tasking.
The first one is true multi-tasking, in which a person is really doing two or more things at the same time. A condition for true multi-tasking is that only one task can have your attention. The other task is usually something simple, such as listening to a podcast or cleaning your nose.
What usually is seen as multi-tasking is really just fast task switching. It is the ability to write code and when your colleague comes to you with a question, stop writing, answer the question and quickly continue writing code. If interruptions cannot be avoided in your work environment, this kind of task-zapping is a highly valued habit.

Prioritize, then focus. The ability to focus also extends to working with people. Don't be checking your crackberry when talking to someone. And yes, I think it's fine to turn off your phone when you're on deadline. But change your voicemail to reflect that and consider informing people that they can call your cell phone in an emergency.
